HOMESTEAD IN THE WILLOWS HOMEOWNERS ASSOCIATION

Regular Board Meeting February 11, 2026 – Unofficial Minutes

Call to Order: President Robb Origer called the meeting to order at 5:28pm.

Present: Vice President Ginny Karlberg; Secretary Eric Kemp; Treasurer Steve Bell; Member at Large Stuart Siekmeier; Business Manager Katie Kidwell; ACC Manager Emily Maxfield; Tennis Manager Jill Ellsworth. President Robb Origer attended via Zoom.

Minutes from the January 12, 2025 meeting were approved as read.

Board Actions: Ratification: The Board unanimously ratified the actions taken on January 14, 2026 approving a payment plan for account 123.

Committee Reports

Swim Team: No report

Social Committee: The volunteer chair for the annual Egg Hunt has resigned. A new chair is needed for the event, scheduled for the first weekend of April. The HOA will advertise the vacancy on social media and in the Homestead Herald.

Manager Reports

Pool: Front Range Recreation submitted a written report. 

  • A new heater is being installed at the South baby pool. 
    • Maintenance at the South and West Pools is ongoing in preparation for the 2026 season.
    • At the North Pool, new skimmers have been installed and pump room equipment upgrades are underway.
    • Skimmer and return lines have been pressure‑tested ahead of concrete decking installation scheduled for the week of February 16.
    • Lifeguard hiring and training are in progress. Those interested in applying should email staffing@frontrangerecreation.com.

Tennis: Manager Jill Ellsworth reported that the Advantage You teaching professional is recovering from an accident, delaying spring scheduling.  Updated information detailing how to become involved in tennis programming at Homestead  will be added to the HOA website.  Jill has registered three additional USTA teams through South Suburban Parks and Recreation.  Adult tennis drills will begin the 2nd week of April.

Landscape: Manager Nancy Bauer submitted a written report.  Renovation of the irrigation central controller in Tract C was completed.  Tree work throughout the property will begin shortly.

ACC / Covenant Taskforce: Manager Emily Maxfield reported:

The ACC Open House provided valuable access for residents unable to attend during office hours. Alternatives will be published in the Homestead Herald. The ACC is consolidating its applications into one general form and one for major remodels. Both will be fillable forms available on the HOA website. Emily provided updates on ongoing violations for residents who did not appear for hearings.

Business: Business Manager Katie Kidwell provided updates on dues collections and progress on:

  • North Pool concrete deck installation
  • Submission of 2025 audit materials
  • Repairs to the perimeter fence damaged by a vehicle on Dry Creek Road
  • Evaluation of new publishing software for the Homestead Herald

Financial Report: Treasurer Steve Bell reviewed and approved the January  financial statements, which are posted monthly on the HOA website. The Board reviewed Steve’s financial presentation for the March Annual Meeting.

Old Business: Ginny  moved  to accept the revised property and casualty insurance renewal package from Philadelphia Insurance Company.  Eric seconded the motion which passed unanimously.

  1. The Board approved moving the Monday late-night swim hours from the North Pool to the South Pool to accommodate Homestead Hurricanes evening practices.
  2. The Board finalized presentations for the Annual Meeting to be held on March 9 at 7m at the Homestead Elementary School gym.

New Business: Dumpster Day was scheduled for Saturday, May 16 from 8am to 10am at the North Pool

The Board discussed homeowner use of the South Pool lawn for private gatherings and agreed on parameters to allow use while minimizing impact on adjacent homes. Homeowners will be required to sign a contract to reserve the lawn.
